I don't have any specific information about your Charles Carey, but it probably him in the 1870 Census. Never take anything in the Census as 100% truth. When the census taker came through he was probably off working. When they asked whoever for his age he/she probably said, "Oh he's about ten, I guess." Even now how many employers know the ages of their workers.
