Richard France Mr. Broadbent

Hi!

I am looking for information on Richard France and a Mr. Broadbent who were managers of the Delaware State Lottery, until the lottery was discontinued about 1868. There are some reports of fraud and mismanagement, especially by Mr. Broadbent (first name unknown). Richard France was required to repay the state of Delaware the sum of $720,000. It is assumed that he was unable to repay that sum. One source states that he died in prison (not true as he died in St. Louis Missouri in 1879). Did he go to prison for a time? What was the extent of their crimes?

Mr.Broadbent could be William Broadbent, as he seems to have disappeared.

Any help appreciated to help solve this interesting mystery...
