If you haven't already I suggest getting Jennie's obituary. If nothing else it may have exactly where she was born and any surviving siblings.

Jane and Jennie were sometimes used interchangeably (remember I said sometimes). From the census it seems clear she was born in Pennsylvania. However, there might be a Delaware connection. The 1880 census of Philadelphia lists a Jane Patton 15 as the daughter of George T. 50 and Susan Patton 37. Interestingly in Delaware births is the 1887 birth of Gertrude Patton daughter of George Patton 54 and Susan Fulton 44. If Jennie's obit doesn't list any siblings perhaps by tracking down the obits of the children of George and Susan they will list Jennie as a surviving sibling as she may have outlived them.
