The Washington Post archives are online and searchable at http://pqasb.pqarchiver.com/washingtonpost/search.html?nid=roll_archives. There is a charge to access full text of the articles, however, you may be able to find a library near you that offers the service, called Proquest, to its patrons at no charge. I looked for Frank Brooks in the 1930s and didn't see any headlines that looked like they dealt with a marbles championship, but you're free to look for yourself.
I also need to point out that in the mid-1930s there was no individual who was the mayor of Washington, DC, so there must have been some other dignitary in the picture with him. You can read about the history of the city government at

The Post was not the only newspaper in DC at the time. The Washington Star archives were purchased by the Post and donated to the Martin Luther King Library in DC when the Star closed. None of the information is online, and the MLK Library doesn't have a lot of resources to do research. It generally requires a trip to the library itself to see if you can find anything.
