David, Here is an obit from the Wash Post, Nov 10, 1986, pg D8.
RUBINS, ADELINE R.On November 8, 1986, in Annapolis, MD, wife of the late Rear Admiral Joseph R. Rubins, USN; mother of Thomas R. Rubins, sister of Katherine Lowery.A memorial service will be held on Tuesday, November 11, at 1pm in the Taylor Funeral Chapel, 147 Gloucester Street, Annapolis, MD.Interment private.
Regarding Ransom Edwards Riggs residence in a psychiatric hospital in Williamsburg, VA, if it helps, there was an Eastern Lunatic Asylum in operation in Williamsburg, Va during the 1880s. The hospital originally opened around 1773 under the name The Public Hospital For Persons of Insane and Disordered Minds.By the 1840’s the name changed to Eastern Lunatic Asylum. In 1890s the name changed again to Eastern State Hospital.I believe it is known by that name today.
If you haven't already done so, you might try writing for Ransom’s military records.Go to the National Archives and Records Administration website, http://www.archives.gov/veterans/http://www.archives.gov/veterans/, for details on ordering his military file.
Regarding Tallulah Wall, according to California death records, her mother’s maiden name was Schmidt, so it is possible that your Tallulah did, indeed, marry a Wall.
