There is a Washington Post obit from 1896 that identifies him as a pension attorney, although his firm is identified as primarily a patent firm.The firm was headquartered in DC with branches in Cleveland, Detroit, and Chicago and Stevens appears to have died in Cleveland.The other members of the firm mentioned are Eugene Stevens and Montford Stevens.The firm seems to have continued advertising in the Washington Post for some time after his death as the Milo B. Stevens firm.
Based on his date at time of death, it appears he could be the Milo B. Stevens who is listed in 1880 in the census for Cleveland as a gas claims agent (gas claims, patents, and Civil War pensions all involve government paperwork).There his birthplace is listed as Vermont.I don't know if that helps tie him to your Silas or not.Stevens is a fairly
