Again in 1930, Frank is living in Athens Co., Ohio, page 114 with a different wife and several step-children by the last name of Stover. Next door is

If this is your Henry living in Ohio in 1930 you should be able to find a death certificate for him, which may list his parents.
He is most likely this Henry Davidson:
