Yes, you do need to request his intent and petition to confirm his place of birth in order to proceed with the research.

Nothing difficult about contacting the family being that Frank's daughter has an address and understands some Czech. She can try www.translate.google.com or www.slovnik.cz for the words she is not sure. By now someone in the family might know English.
Make sure the address is updated and send the letter forward.
