"Zur Erinnerung" photo

I have a copy of a photograph apparently taken in Bohemia ~ 1873. The photograph itself is small, postage-stamp in size, and is of a man's face. This photo was apparently pasted on or inserted into a printed background. The face is now on the (painted or pre-printed) body of a soldier wielding a saber while riding a very stylized horse! I am unable to post a copy of the image here.
The person’s face in this photo is a great-uncle of mine, Rudolph STEKL, born 14 March 1849 in Cevena Recice, Bohemia (this is a small village SE of Prague).
Can anyone offer an explanation for why such a photo was made?
At first, I thought it might be a humorous picture. I asked several people about it during a trip to the Czech Republic and they all felt that it was a serious photo and not an attempted joke. If it is a serious picture, why the stylized horse on the area around the small photo?
The person drawn at the top of the photo beneath the banner appears to be one of the emperors of Austria-Hungary. Bohemia was part of the Austro-Hungarian Empire in the 19th century. The date shown at the top is 1873. The only significance I can think of for this is that it is 25 years after the unrest of 1848. “Zur Erinnerung” seems to be able to be translated as “To be remembered”—I infer this is like we said “Remember Pearl Harbor” here in the USA during WW II.
