Nearly everyone in the world with the last name SIRRE without the accent: as in Sirré:.........lives either in Holland or Belgium As a surname: it has very strong Finnish roots; and is often a first name as well there Then one sees it in Germany where it is equal to SIER....or ZIER..........or Von Zier, Von Sier and Von Sirre........but the name is found in regions closet to Switzerland in Germany and or Belgium It also makes a small appearance in Prussia.......and is Sieron in Norway but when it shifts to Holland: it becomes Sirre......with Dutch first names Only in Belgium and small sections of Picardy do you see both French first names and SIRRE together...... In no case do you get that SEER sound in the rest of France: Even when written as Sirre; the accent is implied:.... it starts showing up in Italy as De Siré....or de Sirré.....and continues all through southern France over to La Rochelle There seems to be a huge divide between northern French and southern French versions of Sirre.......
