Jose Valdes Bueno and Tomasa Arbelo

My great grandfather was born in Villa Clara, Cuba on March 19, 1834. He became a naturalized citizen of the United States on December 6, 1880. He lived in Key West, Florida and in June 6, 1882 married Tomasa Arbelo. In 1885 he was shown in the Florida Census as living in Key West, Florida.

In 1884 in Cuba Jose and Tomasa adopted a son and named him
Jose Luis Valdes Bueno. He was born February 4, 1884 in Cuba. I am thinking that Jose Luis must have been a relative of Jose Bueno to make him leave Key West after he was a citizen of the US, and go to Cuba to adopt a child.

I wanted to know if the child, Jose Luis Valdes Bueno, was a blood relative of Jose Bueno or if he was adopted from the National Orphanage in Cuba. If he was a relative, who were the birth parents?

Any information is appreciated since it is so difficult to get into Cuba to get any information.
