James S. Raffo b. 1850, Baracon, Cuba

I'm am currently researching an ancestor of mine who came over from Cuba in 1868. His name was James S. Raffo. He was born 13 Dec. 1850 in Baracon (or Baracoa), Cuba. He arrived in the U.S. in 1868 and lived in Brunswick, Georgia in the 1900's. He was married twice, first to a woman named Nellie and then to a woman named Sara. His occupation (when he was 28 was a machinist) and later in life he was a tug boat captain.

What I would like to find out is who his parents were and their vital records if possible. This line of the family was believed to be Basque and I would like to trace it back as far as possible. Can anyone suggest where I can find records of his parents or relatives?
