Len- The DAR Library in Washington DC has the one collection of people with non-military service records. Here's their catalogue information: Title: Non-military service in the Revolutionary War from Extracts Connecticut town council minutes, 1774 - 1784 / compiled by Ruth Jordon Hathaway, Connecticut DAR, G.R.C..
Author: Hathaway, Ruth Jordon

It's a typescript with a limited number of copies made. It's organized by town, and then alphabetically by last name. If you can't get to Washington, I would try the State Library on Hartford.

I don't know of an online version of it.

Best wishes,
Naomi Goring
