Ophanages in New Haven, Ct in 1900

I think my grandmother was in an orphanage in New Haven, Ct in 1900 under the name of Emily Louise Gallagher. Her name when she married was Lola Louise Funston. Emily is on
the 1900 census at that orphanage. They have the same month and year of birth. How do I get info on this? I e-mailed the state vital statistics office in Hartford and I'm waiting to hear from them.
