being "of age" in Milford in 1639

I have someone who was allotted three acres of land in Milford, New Haven Colony [now New Haven Co., CT], in 1639. Tracking back from his age at death from his tombstone, this man would have been only 16 years of age in 1639. I would have assumed a man needed to be of age (i.e., 21 years old) to be allotted land. Is this the case?
