Frank SEBALL's immigration date is typically found on various census (1900-1930) as c. 1888, which was prior to Ellis Island becoming an Immigration Inspection Station. So maybe the year of immigration as given on the census records is off or perhaps it is correct. New York was not the only Port of Entry for immigrants in those days, other ports were Philadelphia, Boston, Baltimore and Canadian ports. Probably the second most common port for Croatian entry, after NY, was Baltimore

I notice on the 1920 census there is a John listed as a cousin. Does your friend know anything about this man? Maybe by finding his info and family we can solve the mystery.

Also in 1900 the census shows Connellsville Twp, maybe not the town of Connellsville. Has anyone check church records in Connellsville? While there was no Croatian church there were 3 or 4 Roman Catholic Churches located there, most served specific ethnic groups. I would suspect the Slovak church there may have been the most likely for a Croatian to attend.
