Is is true the British government destroyed service records of those Killed in Action?

I'm hoping to obtain the records of a soldier from the 8th Irish Hussars (John Fitzgibbon, Private/Trooper), who was wounded at the Charge of the Light Brigade, 1854, and taken captive by the Russians. It's unknown whether he lived or died.
