Believe he may have been James Hershel Creel, born 6-22-1916, died 3-21-1971.
He was a son of William Jordan Creel, 2-18-1885 AL - ?, and Sarah JOHN, 1887 - July 1931. His siblings were Ona c1905, Versa JOHN(female)c1908, Thera A. c1913, and Audra J. c1919. All children were born in Morgan Co., AL.
William's father was Joseph Henchie P. Creel, 6-7-1846 Carroll Co., GA, to 7-13-1913 Morgan Co., AL.
There was also another Herschel, born 1-27-1911 - ?, son of Arthur Augustus Creel, 1-26-1881 - aft1930, and Myrtle Cleo KIRKLAND, c1887 - aft 1930. This line had come from SC to AL c1834, with no time in GA. They lived in Barbour and Henry Cos.
I found that a Julia Creel, with the birth day you provided, died in Eva, Morgan Co., AL, so James is the more likely candidate. James' father William registered for the WWI Draft there -
