Hey, Larry,
I'm expecting that this will be commonly available eventually (I'd rather have a soft copy, esp. one that is searchable), but I went ahead and ordered a copy of ROOTS in case it isn't. There was a button on their page to contact RIGS, and so I just sent a query on how to purchase a back issue.

I received a response from Helen Smith at HHSCTC@aol.com, so you might email her directly if you're interested. Here's the response:
