I found Jos. J. Coxhead in the 1920 census in Philadelphia. It matches what you listed. I found Susie Coxhead and son Charles as lodgers in the 1930 census. She is listed as married. I could not find a John or Joseph who would match in any other census records except the 1920 census. I suspect the family became badly splintered. Two of the children may have ended up in the home for the destitute.
Based on the step son John W. Jett (not Jeff) I found living with John and Susan in the 1920 census I managed to find a John W. Jetts living with William McCool and Susan M.McCool in Philly in the 1910 census that fits. I suspect William was Susan's second husband.
I found a Susie M. Baxter, born July 1883, as the daughter of Samuel Baxter, born June 1854, and Mary, born Jan 1860, in the 1900 census living in Washington, DC with a number of other children.
Some of these records you can look at for free at labs.familysearch.org and Ancestry.com. For those you cannot see for free I suggest checking with your local libraries to see if they have Ancestry or Heritage Quest.
I don't know how much research you've already done, but I suggest trying to find out when and where any of the people you are looking for died. Once you know that much try to get their obituaries and death certificates. Tracking down any siblings John and Susan had should help too. I suspect Susan had a brother Edward who moved to Philadelphia.
If you have more info please post it. It might help.
The Historical Society of Pennsylvania in Philadelphia might be able to help you. Here's a website that might be helpful: http://www.phila.gov/Records/Archives/Archives.htmlhttp://www.phila.gov/Records/Archives/Archives.html
