It always helps if you post more rather than less info such as that Sarah was born in NJ and John in GA and where in WV they lived.
Some of this you probably already know:
1930 James Joseph Hicks & wife Ida were living in Marshall County, WV. It shows he was born in NJ, father in GA and mother in England.
1920 J. J. Hicks & wife Ida again in Marshall County. He was born in PA, father in GA and mother in England.
1910 Joseph Hicks & his wife Ida in Berkeley County, WV. He was born in NJ, parents unknown.
1900 Joseph Hicks & His wife Ida again in Berkeley County. He was born in VA Jan 1871, father in GA and mother in PA.
1880 Joseph Hicks 9 as the son of John 40 and Sarah 36 again in Berkeley county. He was born in GA and she in NJ.
1870 Joseph Hicks 8/12 with John 30 and Sarah 27. He was born in GA and she in NJ in Upper Saucon Twp., Lehigh County, PA.
1860 Sarah Courtney 17 living as a domestic in Newton, Sussex County, NJ. This may or may not be your Sarah.
1900 John W. Hicks, born Aug 1840 in GA, wife Sarah, born May 1842 in NJ.
1910 Sarah Hicks 61, born in NJ as the mother of Margaret J. Fridinger who was also born in NJ.
Some of these records you can look at for free at labs.familysearch.org and Ancestry.com. For those you cannot see for free I suggest checking with your local libraries to see if they have Ancestry or Heritage Quest.

Unfortunately none of these records give you too much info. However, since they will give you death dates you can then try to get their obituaries which might tell you more such as birth places and siblings. I could not find John's death record.
Based on the 1870 census clearly James Joseph had to have been born in 1870 rather than 1871 as indicated in the 1900 census or Jan 26, 1873 on his death certificate (under the name J. J. Hicks).
I couldn't find anything of any help where the Courtney Family is concerned.
