In Costa Rica it is not possible to writte to Guancaste, that is just a Province.To send a letter to a Province is like to send a letter to a State in USA.I mean, a letter sent to Guanacaste is like to send letter to New Jersey.Who in New Jersey will receive the letter?
We are about 4 million people. After 1888 all births are recorded in Registro Civil (Tribunal Supremo de Elecciones).

You can find there everybody who is able to vote.
Before that each catholic parrish (church) had their own records, and some of them are now in microfilm. (Archivo EclesiƔstico de la Curia Metropolitana) due to a donnation of the CJLDS.But things must be donne in person.
About birth certificates, it is needed more than just to ask for one. That is a private issue that needs legal representation, or just to be donne in person, like in many parts of the world.However, it happens that some people try to gain a favor trough ilegal payments, like in hollywood movies, but maybe you will agree that that should not happen, never. Some people use to buy driver licences and green cards, but that is not what we expect.Some people are so poor that the only thing the have is money.Ugly people.
Some telephone numbers in Costa Rica, as well as in other parts of the planet, are private.So if a name is not in the telephone guide, that is because:
1) the person doesn't have one,
2) the person has a private one,
3) the telephone belongs to someone else in the house
By the way, when a woman gets married in Costa Rica, she doesn't change her name.Her name, for all legal and other issues, remains the same during all her life, even if she divorces or gets married again. Please look for an article I wrote in this Costarican page Forum, about this matter.
Every country, region or part or the world have their own rules, legal and/or cultural.There are no worldwide laws or global culture but many cultures, and each people makes it's own in order to preserve its identity and values.
