Angela, my Coss ancestors came from Belmont County, Ohio. I believe their father was George Coss, a soldier in the 2d Regiment, PA Line, of the Continental Army. His military records show he was born near Strassburg in Alsace. There is a town named Cosswiller nearby. I think the name Coss came from the French word "Ecosse" meaning Scot. In fact, Scottish missionaries settled in Alsace to spread Christianity way back in the sixth century. So it's possible you're right about the Celtic background.
