According to the Vital Records database of the WI Genealogical Research Service, James Willison, on Dec 24, 1891 in Jackson Co, WI, married JULIA CROWEN

If this is your Julia (despite the surname difference, Crowen, NOT Coon) then Julia was the daughter of Owen Crowen and wife Mary D, who appeared in the WI-Jackson Co, Census for 1870 and 1880 with a daughter Julia b abt 1864/65. Owen Crowen was b in Ireland and his wife was born in Canada. This matches the 1920 census record (WI-Richland, Sylvan) for James and Julia Willison which lists Julia's father as born in Ireland, mother in Canada. This 1920 record also lists Shelly, age 16, as one of the sons of James and Julia.
