Kentucky has some pretty good resources available.You need to check for published land grants and tax lists for all of the Cooley's from 1812 on since you said that John was born in KY in 1812.What county was John born in? Do you have his will or obituary? If you can pinpoint through census, land records and tax lists where the Cooley's lived in KY, then by process of elimination, you should be able to find John's father.Then a will/estate/probate record should confirm parentage.
The Filson Club in Louisville is supposed to be a good place to do research.If you can't go there they should be able to provide you with a list of researchers who can look all of this up for you.Another good place for research is the Allen County Public Library in Fort Wayne, IN.They have the second largest genealogical collection outside of the LDS Church.They will also do look-ups for a nominal fee.
Another place to check for KY Cooley's would be in the War of 1812 pension records.Virgil White has compiled an abstract of these records.Have you checked for any historical or biographical histories in the county that John was born in or lived in?These usually provide good genealogical information.
