The selection of the relatives to designate as "next of kin" could be relatives by birth/blood, or relatives by marriage. My THEORY (needs more evidence) is that NOK Isaac Waller, who was likely the son of Matthew and Margaret Waller, was a nephew of William Cook. That is, I believe Margaret Waller's maiden name might have been Cook, and that she was William's sister. I further propose that Ann Edmonds (more likely than not the wife of William Edmonds of Calvert County) was born a Waller, a sister of Isaac, and so also a niece of William Cook.
It is safe to infer that this William Cook was an adult at the time of his death and so likely born before 1713. Life expectancy in Maryland at that time was not so long, and so my guess is that he was under 60 at death, and so born after 1683. He was possibly childless and possibly never married.
