Northern TN-VA Border CONNS

Having banged my head repeatedly on the brick wall of Jesse Wilson CONN and where did he come from and who were his parents, I decided maybe I need a new aproach to the situation! Therefore I looked at a map this evening and think perhaps northern Tennessee, specifically Hawkins and Sullivan counties might deserve a closer look. Scott County Virginia was formed from Lee, Wshington and Russell counties I think (or at least Lee and Washington) and Lee, Scott, and Washington counties are just immediately north of Hawkins and Sullivan counties in Tennessee. It might be a stretch but seems to me that the CONNS could have crossed the TN border into VA (and possibly vice versa) with a minimum of difficulty and it is an idea with some merit. So....calling all CONNS in the Northern Tennessee area bordering the state of Virginia! HELP!! Specifically any CONNS with Jesses or Levis in their lines. Samuels, Johns, and James are also quite popular in our group as are Williams and Benjamins!
We believe our Jesse Wilson CONN was born about 1788 in Virginia but that could be in error. So far no one I am aware of has been able to determine the identity of his parents and some of the children attributed to him and his spouse, Mary PENDLETON, I find very questionable.
Would sure appreciate some help on this one!
