The 1791 Rowan Co. marriage is for Phebe CONGER and Benjamin Travis, not Phebe RANDALL or RANDLE as it would have been if it were a second marriage. Could this Phebe be the daughter of one of Phebe Conger Randall's brothers, perhaps?
