CONDER-German or English/Irish?

I'm justing posing a thought for consideration when doing CONDER research. We know that there were KONDER/CONDERs from Germany, and there are CONDER researchers in England. Has anyone ever wondered if the English/Irish CONDERs were some of the German Palatinates who were shipped to English/Irish locations instead of to the American colonies? Sometimes, when the ships carrying immigrants from such ports as Rotterdam stopped in the English ports of Deal or Cowes, they transported the people to more local locations instead of carrying them clear across the Atlantic. Just a thought (and question).
