I don't know if this will help much, but my 5G-Grandfather was William Hammond Evans (1760-1787), and he had brothers named Andrew Evans (1763-1839) and Samuel Evans (1770 - 1842). All were supposedly sons of Samuel Evans, Sr. My 5G-grandparents, William Hammond Evans and Martha "Mattie" Ferrell were married in Washington Co VA on 17 Jan 1783, so it's possible that the William, Andrew, and Samuel Evans from your Samuel Bell's probate record was my family.

It's believed by some (but not yet proven), that Samuel Evans, Sr.'s wife Ann Colville was possibly dau. of Joseph Colville and (maybe) Elizabeth Vance. Samuel Evans, Jr. also was married to Margaret Vance. Samuel Jr's sister Margaret was married to David Vance. Their brother Charles Evans was married to Sarah Blackburn (may be some tie to the William Blackburn mentioned).

So far, I haven't seen any Bell connections between these families other than the Will, but I'll keep you posted if ever I do find anything.

The Last Will and Testament of Samuel Bell was proven by the oaths of William Evins and Andrew Evans witnesses thereto and ordered to be recorded.
On motion of Samuel Evans and Andrew Bogan the Executors therein named who made Oath thereto and give Bond with William Beatie and William Blackburn their Securities entered into and acknowledged their Bond in the Sum of four Thousand pounds for the faithful administration of the said Decedents Estate with the said Will annexed.
Ordered that John Vance, David Watson, Richard Prior and David Maxwell or any three of them being first duly sworn appraise the estate of Samuel Bell deceased and make return to next court.
