William Floyd Collins was born 29 JUL 1887 in Flint Ridge, Edmonson Co., KY.

Here's a starting point, from the 1900 Census:

Listed as William F. Collins that year, age 12, born July 1887, living in Horse Cave, Hart Co., Kentucky.

Father: Leonidas, born May 1858, KY.
Mother: Martha, born Feb. 1863, KY. (Some sources say 1862).

All children in 1900:
James M., May 1884
William F., (Floyd), July 1887
Annie B., March 1890
Andy (L.?), Feb. 1895
Marshall E., Jan. 1897

OTHER SOURCES:

HIS PARENTS:
Leonidas Collins, born 26 MAY 1858 in Clay, Logan Co., KY
(Some say Edmonson Co., where he later lived. But the 1870 Census says Logan Co.)
Martha J. Burnett, born 3 FEB 1862 in Logan Co., KY

LEONIDAS COLLINS' PARENTS:
Francis M., born 1834, KY
Polly B., born 1832, KY

To find more on his mother Martha Burnett's lineage, you may be able to find free access to a family tree at ancestry.com, or familysearch.com . For instance, I found the following tree:
