It would appear that your Willie Frank Collins and wife Serepta Abrams came out of Tallapoosa County, Ala.

I pick up your Harvey T. Collins (b. 1883-1884, Ala) in the 1930 Census in Navarro County, Texas.

Collins, Harvey T.(age 47,Ala Ala Ala)
--Emma E. (age 41Tenn Tenn Ala)
--Annie J. (age 15 Tex)
--George H. (age 12, Tex)
--Willie J. (age 9, Tex)
--Ima R. (age 7, Tex)
--Fanny M. (age 5, Tex)
--Sam R. (age 2y 6m, Tex)

Backtracking, in the 1920 Census, Harvey and household are in Ellis County, Texas.

Collins, Harvie T. (age 37)
--Emma (age 20)
--Doyal F. (age 9)
--Annie J. (age 5)
--George H. (age 2)
Collins, Talmadge C. (age 29, b. Arkansas)

Talmadge C. is listed as "brother" to Harvie T. But in the 1900 census, he is shown to be a half-brother and should be listed as Talmadge C. Polk.

In the 1910 Census, Harvey and Emma are found in Navarro County, Texas. Harvy T. and Emma S. have been married for 2 years. His next door neighbor is a John M. Yates (age 37, Ala). The Yates family will connect again. Also 3 doors away is a John M. Collins (age 27, Texas). Tracking his ancestry may be of interest.

Finding Harvey in 1900 was a trick, but he turns up in Arkansas, Miller County.

Polk, Vernon C. (age 47,Ga)
--Serepty L. (age 37, Ala)
--Emma A. (age 13, Ark)
--Tamage C. (age 8, Ark)
--Onie (age 7, Ark)
--Vernie (age 5)
--Vernon (age 3)
--Minny T. (age 2, Ark)
--Dottie (age 7mos, Ark)
Collins, Harvey T. (age 15, Ala) (stepson)
--Birde L. (age 16, Ala) (stepdaughter)
--Minnie G. (age 13, Ala (stepdaughter)
--Wm. F. (age 12, Ala) (stepson)

Several facts connect these people back to Tallapoosa County, Ala.

One is that in the 1880 census Tallapoosa County, we find Serepta Abrams listed as a stepdaughter in the household of James Yates:

Yates, James (age 60, NC)
--Nancy E. (age 52, SC)
--Mary W. (age 30, Ala)
--Elizabeth (age 22)
Abrams, Serepta       (age 20,Ala)

Nancy's first husband -- Serepta's father -- would appear to be Pleasant Abrams, found in the 1860 census, Calhoun County, ALA.

In an on-line transcription of Tallapoosa County marriage records (Tallapoosa County ALGenWeb) we find the following:

1865: Nancy Abrams married James Yates
1882: S. L. Abrams married A. F. Collins
1890: S. L. Collins married V. C. Polk

These would appear to be the people we are looking for.

Another item is that Harvey's brother Willie F. on his World War I draft registration in Ellis County, Texas, states that he was born in Alexander, Ala., which would be Alexander City, Ala., in Tallapoosa County.

But who is "A. F. Collins"? I have been trying to sort out the Tallapoosa County Collinses. My guess is that he is Andrew Frank Collins, son of George W. Collins as listed in the 1880 Census:

Collins, George W. (age 50, Ga Ga GA)
(no wife listed)
--Andrew F. (age 23, Ala Ga Ga)
--James M. (age 21, Ala Ga Ga)
--Thurza A. (age 19, Ala Ga Ga)
--Robert A. (age 18, Ala Ga Ga)
--Mary A. (age 14, Ala Ga GA)
--Sarah E. (age 12, Ala Ga Ga)
--Ada J. (age 10, Ala Ga Ga)
--Anna N. (age 8, Ala Ga Ga)

Going back to the 1850 Census, George W. Collins was the son of Enoch Collins, born circa 1804, Georgia.

In the 1840 Georgia Census there were 3 "Enoch Collins" listed. Since the Enochs in Pike County and Lowndes County are identified, that leaves the Enoch Collins in Putnam County, GA, as the candidate for further research.

I hope this is of help to you. I would also like to compare notes with you on this Collins line.

Roger Collins
