In my experience, witnesses to deeds during the 17th century in Virginia were more often acquaintances, neighbors, or relatives of the grantor rather than the grantee. Also, since the deed that you referenced was executed in Westmoreland Co., VA, it would be reasonable to conclude that Rice and Samuel Maddox were residents of Westmoreland Co., VA at that time and that Francis Carpenter might have recently relocated from Westmoreland county to Northumberland county.
