Sue,
I don't think anyone has the iron-clad explanation. I can only suppose as we research that theories can be supported with fact. Most all immigrant names were changed from their original spelling to phonetic spellings mostly because of the education of the times
I can support one factual change that happened in my line though that hopefully will help. I am a direct decendant of Amos COHEE, first documentation from Caroline Co. MD. Amos COHEE married, left MD, and migrated to TN after the revolution in 1800. He and Perry COHEA (notice the spelling)showed up in Robertson Co TN 1815. Here the spelling of the name began to be changed over in his offspring to the spelling of COHEA slowly and completely by the next generation. Now all of Amos' decendants use the COHEA spelling.
So in answer to your question, I believe that Cohee, Cohea, Cowey, Cohey, etc. could all be related and only seperated by their respective locale that we will never be able to connect all lines with what we have for documentation.
