Yes, there were Cogswells in Fleming County Kentucky at that time.

In my line, my great great great great grandfather Jedidiah Cogswell moved to Fleming County about 1790 or so. His son Issac, born abt 1800 had 4 children, 1 boy and 3 girls. Do you have any further information linking the Wilburn name to one of them? I do not find Wilburn in
my records or notes. I have been to the Fleming CO. courthouse and they have their own genealogist located in the building. They may have additional information for you.
