Hello Shannon,
I believe I found your Charles COCKS in the 1861 and 1851 U.K. Census + his parents marriage.
You left out one very important detail when you posted this message to which I'm responding to !
I can only send copies of the census records via email as 'attach' If you email me I will forward the census records + the marriage ref + PRO address where you can write for Charles parents marriage.
