Need help reconstructing family crest/heraldry, Welsh/Walse?

Here's the description:

gules two bars gemelle silver and a baston silver . Blazoned for " monsr . Thomas Walshe " in Will ., and for Welsh of Wanlip, co . Leicester, in Glover Ord .
