Pomian Coat of Arms - Entitlement

I've just come across the Pomian Coat of Arms at:

and

which lists my family name 'Kopczewski' as one of those that is entitled to use it (or so I understand).

How does one go about applying or enquiring about such entitlement and to it's use etc?
