Can one petition Canada for arms w/o being a citizen?

Does anyone know much about Canadian heraldic law? My grandparents and mother (before she became a U.S. citizen) were Canadian citizens. Can I petition the Canadian Heraldic Authority for arms? Could I petition on behalf of my mother or grandfather and re-matriculate them?

I know one can petition other authorities in different countries for arms with proof of lineage to an ancestor who was a citizen, but didn't know how Canada dealt with this. Does anyone know?
