Silesian arms

Does anyone know much about eastern Eurpoean (Silesia) heraldry? I recently came across several similar arms for different individuals with the same surname. I realize the general rule of arms belonging to individuals, not families, but am not familiar enough with the laws governing these in other European countries (i.e., not Britain, Scotland or Ireland). The time frame is the 15th to 16th century, so I guess it would fall under the Habsburg Dynasty.

The arms are slightly different, but obviously derive from the same design. I am pretty sure, but have yet to prove, that the men were all related. I am also pretty certain that no one is currently using these arms (most with that name moved during the reformation, while other lines died out).

I understand that Germany (and Poland?) no longer has a heraldic authority and does not officially recognize individual arms, but am curious if I were able to prove lineage to one of the armigers, could I incorporate the design into my own and petition for a grant of arms in another country?
