adoption question

Hello
I have a question for the Denver group. If someone who was born in Denver in 1940 wanted to find out their birth parents' identity how can he go about it?

My cousin's husband was born in Denver in 1940 and was born to a lady who gave him up for adoption through the doctor that brought him into the world. His adoptive grandmother was going to tell him all about it but died before she could. All he knows is that his ancestry is French and Indian. He and his family would like to know what his family history is and what health problems their might be etc. He was adopted by a wealthy family and was their only child, so monetary issues are not the reason. He needed a passport and his "birth certificate" did not have a raised stamp and therefore had to contact the birth records bureau in Denver to get a certified copy. His real one was not obtainable as his record was sealed. The agent did make it possible to put a raised seal on the other birth certificate.

Is there any other way to find out what his ancestry is?
