Heck, I am full of suggestions!!LOL
But,a couple of things.
I would request a death certificate from the State of Colorado. Its $15.00 and another $5.00 since you do not know the exact yr. of death. Lots of info there.
2nd. I might try The Delta County Historical Society,251 Meeker St, Delta 81416 / 970.874.8760

Also, I believe this "might" help, since you didn't include this in your other messages.
I believe that Merle died in Canon City, Colorado, March 1976. There could be an obit or death certificate info there.
I believe you will find Millard Cook at the United States Navy Recruting Station, Philadelphia, Pa. in the 1920 census. His information fits. Who knows where he might have landed from there?

I would go the death certificate route right off, if you can afford the $20.00. Then Delta County. But, they have cemetery records there,so........?
That should give you something to work on for a bit.Hope that helps
Good Hunting,
