Cloward=Lloward=Howard?

Is it possible the name Cloward, originally spelled Lloward could have been transliterated by early Americans and relations in England as "Howard"? This may help to trace our early ancestors back to Wales/England.

BTW, thanks for the info on the derivation of "Cloward" is going into my family history. Cloward is my mother's maiden name and I am descended from a William Cloward who resided in the US in the mid-1700's.
