Just visiting this forum, (though may join yet).
Don't know about William CLOW of that era, but *do* know of James CLOW, a miller, of Braco (just north of Dunblane), 18th century. One of his sons, James (born with only one hand), eventually emigrated to Australia (1835), having been in India (c.1813-1832), and all descendants are in Australia.
