There is no reason why a modern name shouldn't subsume several origins.
French knights and the rest if you like, but as surnames in England didn't become hereditary until about 1400 I would go for a more plebian version.
After all why give somebody a surname?
The reasons are in many books, but the topographical reason for CLEVERL(E)Y given by David seems a pretty good one.
Now does anyone know how Thomas CLEVERLY came to be in Lurgashall, Sussex in 1700?
