You might start with the HDS Civil War database.I took a quick peek, and I think I counted 107 guys named William Walters in the Union army, plus maybe 40 or so Confederates.You can find the database at:http://www.civilwardata.com/demo1.htmlhttp://www.civilwardata.com/demo1.html.
One thing to remember about this database is that, although it contains a huge number of soldiers, it is NO WHERE near complete.So if you don't find him, it does NOT mean he wasn't a soldier.Maybe he wasn't, or maybe they haven't gotten to him yet.
You can get a more definitive answer by checking the index of compiled service of volunteer Union soldiers for the state of Georgia at the National Archives.Of course, since you don't KNOW he served in the 1st Georgia (USA), that will also not be truely definitive.
