I am assuming you are looking for the 17th Kentucky Cavalry USA, since I think the highest numbered Confederate cavalry regiment from Kentucky was the 16th, and also because you mentioned the 1890 Veterans & Widows census, which was supposed to count Union veterans.On that assumption...
The best place to start is probably Dyer's Compendium (Dyer, Frederick F., Compendium of the Civil War).This compilation contains short histories of nearly all Union units, and can be found in large public libraries.If you want to get into more detail from original sources, you may want to work your way through the Official Records of the Union and Confederate Armies, where you will surely find many references to the unit.
