A William Mosby was Captain, Company C, 9th Missouri (Elliott's) Confederate Cavalry but there are no Isaacs listed as being a member of the regiment. There was no organization known as the 18th West Virginia Cavalry, either Confederate or Union. The highest numbered Cavalry regiment was the 7th and it was a Union regiment.
There were no West Virginia Confederate units, however the 18th Virginia Confederate Calvary was comprised, in part, from soldiers from counties which are now in West Virginia, but no Isaacs listed for that regiment either. Could be that the records for both the Missouri and Virginia units are incomplete which is not unusual for Confederate organizations.
