Thank you for your reply. To answer your question regarding Col. Pennybacker, I took the name directly from an article that was in the Daily Oswego Palladium, circa 1899. The article states Pennybacker (that's with a "b" not a "p") was the commander of the regiment and was "now a retired general." I searched for Col. Pennybacker and found nothing.
The only military affiliation I have found is with the 16th Infantry Band but I can find no history of the 16th Infantry Band's movements/engagements. The connection to the 16th as a musician comes from John's enlistment and pension records. It appears he remained with the 16th throughout his 3-year enlistment.
