I've been following your posts and will attempt to offer an additional contact. Since the e-mails to the SCV were returned, you might want to contact the UDC (United Daughters of the Confederacy). I did notice that there is a chapter in Palestine, so they may be the closest ones to help.
Also, being a member of the UDC myself (in Virginia, not Texas) I have recently been informed that the Veterans Administration is kind of cutting back on who they provide free headstones to. From what I have learned, Confederate headstones may no longer be granted if the person making the request is not the 'next of kin'. I don't remember all the details, so please look into this matter for yourself. I am just trying to give you a heads up, in case you are not able to get a marker placed.
